Give up? Here is the solution

1. Scroll down and download WineD3DForWindows_3.0-staging.zip, you must download 3.0 version
2. Unpack/Unzip d3d9.dll, libwine.dll, and wine3d.dll
3. Copy those 3 files into Safecracker 2 directory, preferably where your Steam application is, best to keep those two together
And that's it. Worked immediately for me and I hope it works for you. Feel free to try the other solutions as well, however they did not help me.
Do give this game a chance as it is fun and challenging and it goes on sale for like $1. Wouldn't pay $5 unless you know that you can get it running. You could always do a refund though.
