Not via Steam, because Steam is a PC platform, bub. If a dev wants to publish to mobile, they use the relevant mobile platforms, just like they use the relevant console platforms. That is how it works.

Game devs can publish on whatever platform they want, buckaroo. Its up to them to do it, not Steam, nor Valve.
