Police Simulator: Patrol Officers: Highway Patrol Expansion
This really shouldn't be a DLC. It adds way to many features that should absolutely be in the base game, such as: Pursuits, Car theft, Truck NPVs, Highway (duh), Pretty sizable map expansion, Felony stops, And more.

The DLC itself isn't bad as it adds a lot to the game, But that's the problem, It shouldn't be a DLC.
