For your question "May I ask what is a ref and why is this bad?"
A ref or refined is a craft item in tf2, but in the community, it functions as currency to buy which ever item you wan't, but it has to be tradable, but, one ref costs 9 scrap to craft or, 18 weps just to craft one. And since it costs 10 ref to trade for one key, it will cost 180 weapons just to get it, but this will have a HUGE effect, it will make keys harder to buy making it harder to sell, and it could also have an affect on item prices.
