Well, I suppose that he should have warned the staff that he was going to check who the winner is or just ask them to who he must deliver. Anyway, deliveries or not, he's perma banned

He created another account and he got caught. He was already banned and he was doing his appeal. That's what I read in his ban appeal. For the admins, it's called ban evading.
