He created another account and he got caught. He was already banned and he was doing his appeal. That's what I read in his ban appeal. For the admins, it's called ban evading.

V what he said, one of the winners added me just to tell me that you weren't delivering wich i tough was stupid, anywho if u don't wanna deliver then don't, i would rushly add the raffle if i had won an unusual unlike the guys that won.

Monty just ignore the ♥♥♥♥♥♥♥♥ who are trying to accuse you of non-delivery. It's your choice if you re-raffle the items or not.
