Does the game have a sandbox mode ala x4 or is it only focused on the campaign?

Maybe I'm being dumb, or because I'm coming from X4, but I cannot figure this out. In Campaign, told to build the URV station in Sector: Glaring Truth. I have the construction ship in Zone: Gushing Spring (it's in the middle of all the highways, seems like a decent pick), and I cannot at all figure out how to order the new station to be built. The captain doesn't seem to have anything for that, and when I go to the Architect, ask about the possible stations, the "Build" button is grayed out. And for some r...

I have never really played an X game as generally x games are more about fleets and empire building and honestly... I want a carebear Eve like experience. I want to have my ship and I want to mine and trade and sometimes do a mission. I don't really enjoy managing a huge fleet... Hey there i really dont know how to discripe my bug. I play the campaign and the game shut down to steam and ingame again like it reaload or something. Every minute. The Screen turns black and than the game goes to destop and ingame again like i tab out and in again. But i dont know how to solve. Anyone the same?...
