Silent SFX (except for Jingles)

Description
***NOW COMPATIBLE WITH REP+***

BE SURE TO LAUNCH THE GAME WITH REPENTOGON LAUNCHER!!!

Removes all SFX (minus Jingles and other exceptions) from the game. I recently switched to Rep+, and I realized that the Jingles are now affected by the SFX slider in the options menu. So I (painstakingly) made all sound files (apart from jingles and other exceptions) completely silent.

Why?

I like listening to custom soundtracks with SFX turned off. Before Rep+, Jingles were
affected by the Music slider. This is no longer the case. This mod aims to "fix" that. Once you're subscribed, simply turn up the SFX slider,
and you'll be able to enjoy only Music and Jingles again! Hope you enjoy!

Exceptions:

feedback
- satan room appear.wav

mothershadow
- momintro.wav

Notes:

- I can't seem to find the file that causes the heart beat sound when Isaac is at half a red heart. If anyone can direct me to the name of that file (and which folder it's in), I'll greatly appreciate it.

!!! This does edit sounds.xml, so be advised for any errors if other mods make edits to that file !!!

good idea, personally I kept sfx low rather than off so after seeing this I was thinking of a way to do it that wouldn't require editing audio files, had an idea to use a repentngon callback to filter sfx and adjust their volume before they play, allowing a customizable volume setting rather than just silent, threw something together real quick and it seems to work fine on my end, feel free to use it for your mod if you want, (just as a main.lua file, no resources needed) pastebin com/rV6vwVBf

Note 2: Apparently Ascent is also unable to be muted (well, apart from editing the options.ini file). Until I can find a proper fix for this, just simply disable ascent voicelines in the options.ini file
