[V-Script] Dynamic Population Rebalance

Dynamically adjusts the horde based on how many survivors (human or bot) are in a match. There will be less infected if the survivor team has less than 4 members, and there should be more infected if the survovor team is larger than 4 members.

To be precise, this adjusts the Max Common Limit, Wanderer Density, Special Infected Count, Dominator Count, and so on.

This will also adjust the music limits for horde music, so it will play the appropriate music for whatever horde sizes are allowed.

Known Issue: Transitioning maps or kicking a survivor with the Director_Stop command enabled will disable it. It can be reenabled manually

NOW WORKS FOR NIGHTMARE:

Biggest differences is that there are zero random hordes and that whenever a Jockey / Howler spawns it will increase the Special Infected limits.
