Add Tlaxcallan (or Tlaxcala) under the leadership of Maxixcatzin, tlatoani of Ocotelulco!

UA. The Alliance of the Four Altepetl. The first four cities receive a free Barracks. Upon discovering Astronomy, gain 3 Conquistadors. For each major civilization that Tlaxcallan is at war with, all Tlaxcaltec cities gain +1 Gold, +1 Production, and +1 Food.

UU. Jaguar Warrior of Tizatlán. Replaces the Warrior. The Jaguar Warrior of Tizatlán is cheaper to train and also has greater combat strength (8 to 11). In addition, he has a promotion that gives him a +30% combat strength bonus within friendly territory.

UI. Cochineal Plantation. Available upon researching Calendar. Can only be built on Plains tiles. Provides +2 Gold. Researching Chemistry grants an additional +1 Production. Researching Ecology grants an additional +1 Gold.
