One not on that list that updated for me is "TD Enhancement Pack" about 4 days ago.
Which makes me believe it has to do with a vanilla change in 1.5.
For me, this bug escalated in 2 situations. When I had a caravan so multiple 100s PSM were in one place. And, when I added an extended storage mod with cellars having up to 175 stacks.
But as I'm loaded with mods my logs aren't as helpful.
But I suppose this bug can be forced by stacking loads of meals into a Stone cellar of the Adaptive Primitive Storage mod.

Well not this mod. It's last update was Jun 22. But my bet is that some other mod updated and screwed up this mod by messing with something this mod effects.
I've so far done 2 things. Deactivated this mod, then used dev mode to delete all food in the settlement and replace it with the same number of dev mode created simple meals. That stopped the spread of food poisoning obviously (deleting bad food will do that either way). The food poisoning spiral stopped after that.
Next I'm going to reactivate this mod to see if the issue returns or not.
Honestly. I'm not sure if it's this mod, but my guess is that some other mod updated and is now screwing up this one.
I'll try to run without this mod for a bit, use console commands to purify everything, and see what's happening. Will update.
