Size of game is much to large. Valve must not understand what compression is. There should be an option to download the game without all the horrible addons and uneeded items. I've played TF2 on my old computer back when it was <5 GB but 18 GB? That's insane. Valve needs to rethink how they package the game since they do not compress anything. I'm not wasting 18 GB on my computer. Get it to 2 GB or less and I'll install it.
