If you're trying to play this relic offline and don't want a SUPER intrusive kernel level potential spyware named 'battle eye' installed on your system:

1) Delete the Battle Eye folder from your game's directory.

2) Let RGSC sign you in after you launch GTA 5.

3) Wait till it pops the notification about Battle eye not found and to install it or close the game.

4) Decline and exit the launcher.

5) Open steam's Launch options and type "-scOfflineOnly".

6) Re-launch game, and this time it should start offline and let you play without Battle eye.

This method works only for SP. If for some reason you actually wish to play this game's disfunctional online mode, you'd have to have battle eye installed which is COMPLETELY unacceptable and intrusive in every way.

Stupid sh*t like this is the reason this otherwise fun game gets a down vote from me.

Never once built a city to completion in all my 550+ hours of playing this masterpiece. 11/10

Would HIGHLY recommend this over its successor for the time being, due to the amazing modding community, among other things it has going for it!

You know your reputation is in some deep 💩 when you basically start giving away games.

I knew this game would be amazing but I'm still in awe at how this single dev project is proving to have the kinda potential some triple AAA titles can only dream about in this day and age.

Just goes to show that you don't need a million dollar studio to make a game that's loved by the community. You only need to love what you do.
