The easiest method would be to backup your "steamapps" and "userdata" folders (located in the Steam installation directory), uninstall, and then reinstall Steam. Launch Steam once after reinstallation, then close it and restore the folders that were backed up.

I'd just like to say thanks, I found your post about missing game icons after typing the command you posted in the forum, for the console the icon suddenly pop up in the steam game folder.
