I think so. I'm a big AC fan so I'm a little bias. It is stupidly pretty to look at, and there is tons of stuff to do. Combat and movement is the usual automatic stuff, but still looks great and is fun to explore.
I've always felt that Brotherhood was my favorite and had a sort of Ocarina of Time feel to it. If you think of it that way, this is Wind Waker.
