The main plot is a meandering nothingburger that leaves pretty much everyone back where they started. As a consequence of the game desperately trying to relive the glory of Nanba's arc from 7, Ichiban feels like a gullible moron that brute force forgives everyone until they turn out to be a good guy. Nearly everything to do with Kiryu is cheap fan service, like having Daigo, Saejima and Majima be in 2 fights to ultimately serve no plot purpose. The side content forced onto you is exceptionally egregious, as, unlike in previous entries, it has absolutely 0 relevance to the overall story.
It is a shame, because the gameplay and certain bits of the story are actually good, but considering everything else it's just not worth it.
