Every game will have at least 1 or 2 cheaters (Either team might have them) and Valve will willingly not ban then (Given that they probably provide the cheats to begin with), besides having cheaters, you will always get screaming Russian kids that aren't old enough to hold the mouse even, let alone play video-games.
