I.C.E.
Immigration & Customs Enforcement
San Jose, California, United States
Mission Statement
“To maintain national security by ensuring that fear remains a renewable resource.”

About Us
I.C.E. was born in 2003, during a time when the government decided the best way to respond to a crisis was to create an agency that critics say operates in the shadows and grows stronger the less the public understands it.

We became famous for:
- Detaining people for civil violations
- Running facilities that watchdogs describe as “deeply troubling”
- Inspiring entire protest movements
- Being the agency everyone thinks of when they hear the phrase “systemic failure”

Divisions
ERO (Enforcement and Removal Operations)
The division most associated with the imagery critics call “the knock at the door.”
Known for:
- Pre‑dawn raids
- Detaining people who have lived in the U.S. for decades
- Splitting families in the name of “procedure”
- Turning administrative law into something that feels criminal

HSI (Homeland Security Investigations)
The division that investigates serious crimes — trafficking, cybercrime, financial schemes.
Often described by critics as “the part of ICE that proves the rest doesn’t need to exist.”

Join I.C.E. if you enjoy:
- Being the subject of documentaries
- Explaining that you don’t run the border, even though everyone thinks you do
- Wearing jackets that critics say symbolize “fear with a federal seal”
- Navigating a moral landscape that looks like a foggy parking lot at 3 AM

Our academy prepares you for:
- Tactical entry
- Endless paperwork that determines people’s futures
- Navigating facilities that critics say resemble “detention first, humanity second”
- Learning policies that shift with every administration, leaving ethics somewhere in the middle

Critics describe our culture as:
- “Opaque to the point of darkness”
- “A bureaucracy where accountability goes to disappear”
- “A machine that runs on confusion, fear, and budget increases”

We pride ourselves on:
- Losing track of people in custody
- Detaining asylum seekers who followed the legal process
- Operating facilities that spark congressional investigations
- Inspiring chants at protests nationwide

Fun Facts
- Our budget grows even when everything else gets cut
- We have more detention beds than some cities have hospital beds
- Our operations have been called “inefficient,” “inhumane,” and “deeply flawed,” sometimes all in the same report
- We are the only agency whose jackets can cause a crowd to scatter on sight
