After the PBY BR difference Deadmike showed another interesting thing :

KV1B german is a Tier 3
KV1B RU is a Tier 2

Both same BR

But the catch is here

For Arcade battles, this limitation works only from the top edge, i.e. a player won't meet a vehicle that's more than one era higher than the player's top vehicle in an Arcade lineup.

When someones says "Learn to play issue" I think they actually mean "We know our Russian tanks are biased! You just need to learn to fight a superior opponent!"

And that video from Youtube that Yaya posts on the fourms, with the guy defending russian tanks saying that people are just blaming their "Inexperience at the game" on... Huh ever wonder why all these people ONLY have problems killing RUSSIAN tanks... Not German, American or British... But no it's a Learn to play issue!
