Is there something that could be done to allow control of multiple factions like in Medieval 2?

can u do a rome faction starts in wrath of spartha and with the other factions playable
but with stock unit cards not like in the dei

I'm playing with Radious atm and would like unit cost and upkeep to be reduced by 25% for all factions including AI ones. Would this be possible?

I have been searching for a silver spartans mod. for sword and/or pike units of higher tiers. Also wondering if there is a mod that uses the cataphract face helmets for infantry units.
