Holy Roman Empire Group

Hello everyone. This is Austria the current elected Emperor of the Holy Roman Empire.
I am going the diplomacy route so I would like to form an Imperial Diet where we can all discuss matters concerning the Holy Roman Empire. This will be things like Spheres of influence, minor territory or trade disagreements, what to do towards outside aggressors or inside aggressors, who will be elected emperor, who can join the empire, etc...

Benefits of being in the HRE:
Imperial integrity: if you are a member you get -10% to stability and Tech costs, -2 revolt risk. You need 25members in the empire to get this bonus, under 25 it disappears.

Emperor: does not get the imperial integrity bonus but instead gets extra manpower, forcelimit, and prestige based on the number of members. They also get +2 diplomatic relations.

I will say this now, the extra forcelimit and manpower is nice when your emperor but you also need the money to support it. Being a basic member with the -10% to tech/stability is really good. So I don't want to be emperor forever, I'd like to have that tech bonus for a bit.
For my first term as Emperor I plan to set up the empire so that we players all have an interest in maintaining and defending it.
I will make players into electors if they are not.
I will try to pass the first reform, after that I won't be bothering with it.

We also need to maintain 25 states in the empire in order to maintain the imeprial integrity bonus. This is a big reason that when the empire is threatented from outside we must band together to fight them.
