Ethics of old salts

On the sea vessel staying in the high sea, the exclusive jurisdiction of the flag State extends. This rule is connected with fixing of a principle of a freedom of the high seas: the states can't extend the sovereignty to any part of the high sea. Along with a principle of a freedom of the high seas there is an institute of the territorial sea. The territorial sea admits a part of the territory of the coastal state on which the sovereignty of this state extends. Therefore it is natural that jurisdiction of the state of the coast acts on the territorial sea as the general rule.
