Important for those who want to host:

"If you want to host an EU3 MP game and if you connect to the internet through a router then you must adopt certain port-forwarding policies.
In short, your firewall needs to have open the UDP ports 1630-1638, while your router needs to forward those ports.

This is also necessary for a player (client) to do if you want to be able to connect to the meta server."
