We have fair buy-ins, and we always use a Random Number Generator (https://www.random.org). We will do mid tier skin raffles, or high depending on what deals we come across. Raffles will have a set number of slots for you to buy in to. When all of the slots have been filled the raffle will begin and the number will be picked.
