So, we would like to start a system where people can loan amounts of metal and slowly pay it back. One problem-how would we ensure/encourage people to pay it back?

Right now, we are considering people give us an amount of metal/items worth 80% of the loan, but people who are very poor may not have 80% of what they are loaning. We want a decent system to keep people paying their loans, and if they don't, we want to keep at least a small portion of the money.

We would also be fine with investments, but we don't expect them.
