Clicking report player for hacking in BO2 does something, just not the only thing to do. Still click it and report them, but follow up by reporting here. The more a person is reported the more attention they will receive from Treyarch.

Submit your reports here for reporting to Treyarch.

Submit: Map, Date, Time, and Player profile URL. Include proof like what time in map you think highlights the hack. You can include video and screenshots as well.

Discussion is the best place to post so that people can comment on the single report and the player can defend him/herself if wanted.

Any member can invite other members so invite away...

Just a heads up, maybe some know this, some may not...

You can make a custom URL to your steam profile.

Here is an example:
https://v1.steam.hlxgame.cc/id/Armoguy/

If you submit him as a hacker/cheater here or anywhere else under that link and then he goes in and changes it... you will loose his profile.

I go to: https://steamid.xyz/ and paste in his profile link... then i go to the bottom and grab him "Profile Permalink".

That can not be changed. It ends in his Steam64 ID that is permananent to his account. So his would be:
http://v1.steam.hlxgame.cc/profiles/76561198036029998

Just food for thought... it takes a few seconds more but then you do not run the risk of loosing his profile.

Post it where you want but just know Discussions is the best place. Title the player name. I like discussions so links convert and people can comment on that topic and it stays clean and sorted.
