Free State of Belugastan

The Free State of Belugastan is a city state on the borders of the tribes in the south of Rdma, a city in the Nationalistic Oligarchy of the Republic of Kakestania. Run by the glorious leader Dank Beluga it controls half of the city of Rdma.
