When you are in ANY room, go to the nearest SOLID object (wall, tree, etc.), then:
Stand next to that solid object, facing NORTH,
Hold ↑ (Upwards Arrow),
Then in the same time hold ↑ (Downwards Arrow)
After following the steps, Frisk will start having epilepsy, hitting the wall with his head, and that my friends will cause random encounters to appear.

*If you stop holding BOTH arrows, you will stop getting encounters.
