Based on my own experiences with the Japanese military in the Boxer Rebellion, Russo-Japanese War, WWI, and exchanges, the Japanese chain of command is extremely authoritarian and rigid. They do not have the same appreciation for initiative that we do, hammering in unthinking obedience to the majority of their forces. Eliminating their officers and other inspirational units will likely decapitate the chain of command and throw them into chaos, making them easier to defeat and destroy ont he whole.
The First Order is that- while pursuing the objectives outlined before- we should seek to prevent the Japanese from transporting their land forces out of the occupied areas of the mainland, and to seal off Indochina and the Pacific from penetration by the Japanese forces based on Mainland Asia and the outlying pre-existing colonies.
Over the past several years, the Imperial Japanese Army and Marine, aeronautic, and shallow water forces of the Imperial Japanese Navy have been almost completely engaged in the Chinese land war, and will be reliant on transport from air and especially sea to reach our holdings. If we can eliminate their transports and supplies, we can trap them in China and spare ourselves a major headache.

I furthermore advise we jointly declare a naval and aerial building program in light of this and other crises. I also advise a tank research and building program.
I also advise that we examine similar upgrade requirements for our allies in the War Front, especially for the Dutch. When possible, we should consider marketing more Johnson Rifles and LMGs to the Dutch to both remove their presently inadaquate armaments and to turn a profit.
I also advise that the presence of SMGs, LMGs, MGs, artillery, AFVs, and flamethrowers be increased in general.
I furthermore advise research into the use of amphibious and parachute assaults, and defense against them.
10. To minimize and neutralize Japanese aerial superiority, and ensure proper protection of ships, facilities, and planes from air attack.
As of this moment, I can already report Japanese landings in Siam, British Malaysia, and the Philippines. I can also report local tactical victories against the Japanese in the Philippines and at sea.
It is my humble recommendation that plans for evacuations of Hong Kong and Guam be drawn up, followed by plans for evacuations of the Philippine islands, the Philippines as a whole, and Malaysia. Hopefully we shall not require them!
