Total War:Utopia

The Utopian states of Total War consists of city-states sprawled throughout the world, promoting peace. These city-states study various things and would rather have 1 scholar, than 1 million soldiers.

The Utopian government consist of the president, prime minister, the senate, and the commitee board. Everyone must agree, or a majority rule must exist. The problem at hand, or whatever must be agreed on, is first brought up in the commitee board. Once it is approved there it moves onto the Senate. If the commitee board does not approve it, the Senate never sees it. Once the Senate approves it, if they do, it moves onto the prime minister, and if he approves it, it is onto the president for final approval.

As much as Utopia promotes peace, we do need a military. Our military only acts if we are under attack, or we must fight someone, like Fruition, that wishes to end peace.
