The Server: Normal or Expert?

Howdy all,
I am setting up the server. It will be a new large sized world.
Only new post-1.3 characters will be allowed.
I just have one quick question:

Do we want to play on Normal or Expert difficulty?
Normal is the traditional game difficulty.
Expert increases the spawning, stats, and scaling of enemies,
but increases the loot rate, i.e., higher danger, higher reward.
