We just need every faction that would like a say in what laws and actions are made (like renovating a spaceport or creating more naval bases) to send a representative and then BAM! The Senate is complete and stable!

Here is how my idea of a Galactic Senate would work. Factions would send representatives to the senate, with representatives being selected based on a voting system. Representatives could be disqualified from voting if they are a known criminal, have been caught committing crimes while running for a seat in the senate, or just don't have enough votes to keep going. Laws could be made by a senator suggesting something like "Ramming should be allowed in wartime circumstances" and then other senators could vote on it if they like the idea, also allowing other senators to propose changes to the proposition. A sector based government could also be in place, but not as important as the Galactic Senate. The sector based government would have a governor who would make laws for the sector and listen to any concerns the citizens of the particular sector and try to resolve them.

lol i need to up my survival skills now. Any players interested in making a sort of 'Galactic Senate'/Galactic Government to make laws, enforce laws. With the Government being led by representatives of each faction, and to keep the peace, a player-made law enforcement system where players can enlist and detain players that break laws the senate sets, where they will see trial. The government could issue licenses for bounty hunters as privateers to go and detain wanted criminals in areas where the law enforcement might not be able to reach. The goverment could also allow people to set up their own companies (shipyards-constructing ships from blueprints and then selling the ships, trading companies-ferrying goods for a price, manufacturers-creates components and character tools, miners-they mine ores, any other jobs people suggest)
