High state policy decisions were discussed by the Council of Elders-(Gerousia) the oligarchic council composed of the King and Queen, 5 Ephors and elected Elders, who could then propose action alternatives to the Assembly(Ecclesia)-the Spartiate Assembly, men and women above 22; could only vote YES or NO. Could only meet on summons, and only discuss what was submitted to them., the collective body of Spartan citizenry, who would select one of the alternatives by voting.
