Bringing people to complete games, and to ban known quitters.

A few rules of the group:
•Do not trade cities at any given time.
•If a city has been taken due to war, you are automatically irrelevant. Which means you can leave the game at any time after that. But not before.
•No irrel votes if you are at war. You need 3+ irrel votes in order to quit the game.
