I enforce Mumble use on TF2 Center

This is for EU players who like to use mumble on tf2 center. Simple!

Join if you like playing with a full team on mumble.

I run games on there and find it annoying when important slots (medic ect) join knowing they aren't going to use mumble. This should help set up good games :)
