The world is on fire.

1. Must have a plot of land. Literally anything for land, that isn't occupying another country's land.
2. Must have an anthem. "Music" if ya want.
3. Must have an acting leader. Can't just be some bum unless you are the leader.
4. Must have CLEAR DEFINED BORDERS! You have to approve your borders with me. I am the organizer for ALL country business.
5. All countries must have some sort of checkpoint on any part of their border. This is to make people more "citizen-ized". People must present valid identification in order to be let in. Whatever that ID is, it's up to you.
6. All citizens must be let in via a checkpoint. do your best to not have illegal aliens. NO ILLEGAL ALIENS! However you are not punished for people getting in unless you just happen to leave a door open. Like really not trying to keep aliens out is punishable.
7. Protect your citizens and be political! YOU MUST ATTEND TO EVERY COUNCIL MEETING, unless private..
8. War MUST be announced! You cannot under any circumstances commit any acts of war and then act as if you did nothing. You CAN attack, and then declare war. You CANNOT attack and not declare war.
9. You must notify me of any trading so I can notify everyone else.
10. If you think of committing a war, you need a battlefield. The attacker will notify me, and I'll pick a spot. I'll notify the defender, and both of yall need to be on separate sides and fight ONLY on the battlefield. You only notify me when you declare war. That's the only time. When all of the forces on one side are depleted (that person dies like 3 times), the opposing force wins. Then a council will follow and so on and so forth it ends.
