Yea...VAC is good, but it needs a server admin to intervene when needed, MW2 has no dedi servers, meaning NO SERVER ADMINS... Steam is just a game distributiong program, and Valve had nothing to do with MW2 or the development of MW2. Also, check out MoH its very bad ass. Its like Bad Company 2 with MW2 style controls and play. A very enjoyable experience.
