Do you have the same issue with your monitor?
I have a Asus Monitor, my issue is, if I boot my Computer, the Picture Quality is pretty blurry, if I turn it off then on, it is sharp, is that normal?

No, never had that on a monitor, and I own 2 ASUS monitors at the moment.

Are you using a power strip? Or is the monitor connected separately?
I think I might have heard that one before. At boot, the monitor might not properly sync the signal or do its auto adjust, making the image blurry. Turning it off and on forces it to resync, which fixes the sharpness.
To avoid it, you can try updating the monitor firmware, using a different cable or port (HDMI/DP), or turning the monitor on after the PC has booted.

It's ok middle of the road probably, I doubt it's the power strip, €15 is a bit for one when you can get €2 power strip.

Select the native resolution and the correct refresh rate in Windows display options .Disable auto scaling in the monitor settings

Why do you bring this up?

Every consumer PC and multiple Monitors would be fine ran through a $5 power strip 24/7 for many years. These strips shouldn't hurt anything or change how power is distributed in any ways.
Hibernation file is retaining settings, monitor is not syncing on restart, it needs to shut down.
