I haven't done tons of research on many of the characters but just through normal play Luna is one of the best characters if not the best. Her stats far out class everyone else even the other assassin Charlotte to the point where I can have her just stand in the middle of the battlefield and chew through units foolish enough to attack her. Her only downside is she is a bit slow with only 6 movement though I suppose that's not really important. Kefaro (unit from a side quest) in dragon form is also amazing...
