I have 2 skill points, but it won't let me upgrade the boomerang. Is there a secondary criteria that I don't have or am I missing something?

Like the title says. controller isn't working right. With the mouse it follows pointer like its supposed to and can attack in any direction but with controller it still seems to be following pointer because i cant attack in all directions like every other twin stick shooter i have. Testing with both the Steam Controller and Logitech F310, neither worked. It just doesn't seem to register them at all.
