ive tried running it in comparability mode for a multitude of systems, downloading absolute power and launching that the same way, verifying game files, reinstalling it and yet nothing. i believe the problem is with windows 11 or maybe because im on a laptop. does anyone have a solution?...

I just reinstalled Tropico 3. It will not open. After verifying the integrity it downloads 2 files and then repeats the same problem. Everytime it fails to open it will not be able to verify all of the files and redownload 2. When opening the exe directly it say that granny2.dll and late fmodex.dll is missing. I just played this game last night, and today was forced to update it with a ~238 MB sized update before playing it again. When I tried to launch, it gives the following error: Tropico 3 - Steam Special Edition failed to start (error code 53).

I'm trying to play Tropico 3 Absolute Power, and when it asks for the CD Key, I enter the one Steam said to enter (I've tried copy & paste, and also typing it manually) and it says "This serial number is wrong". Help!
