I can add them to the console via the addbot command however they disappear shortly thereafter. What happened?

Does this scenario sound fammiliar? Lobby is maxed out and sitting around waiting for someone to pick commander. Someone goes commander. 10 seconds in the team nonstop starts complaining that the commander is not going "meta" Vote to eject commander. People who eject commander don't go in chair Game is instant lose Lobby kicks commander. Rinse and repeat. 21 Active players.......
