"Upload a level to steam workshop". I uploaded a level to Steam workshop, but the achievement not received. Bug?

I've currently got a problem as right now I cannot click on any level on the level screen (it's all covered by clouds) after clicking on the START button. I've tried enabling/disabling the easy mode in the options menu with no success as well as quitting & restarting the game. Also I tried going into the sandbox screen & then exiting back to the main menu & clicking on the Start button again with no success.
