I was surprised to see that this game gets my graphics card more hot than any other game ever has. Skyrim got my card up to 80*C but this game gets it to 94*C. What's wrong with this game?

I am stuck on Level 12, I restore the helicopters and gather enough cash to put out the fires but I get the message that there are no firefighters available. What am I missing?
