4 hours of just doing jobs and im the only character in the game

Does anyone where the final outfit is used (the ??? outfit that cost 1 million). I bought it but i cant find it being used anywhere?

I started up the game but there were no dialogue or cgs. I was stuck in an empty map with no npcs anywhere, I tried reinstalling and verifying the game but found no solution.
