It's the only achievement I haven't gotten. I keep turning it off/on then go back to main menu. Do you get it in main menu or after you play the game? I've played twice - one with it off and one with it on.

The game completely ignores preferred/current locale settings in Steam, and current UI language/preferred language settings of Windows. For some unearthly reason the game chooses what language it will show based on the REGIONAL DATE settings, which is extremely annoying for people who know multiple languages and have a preferred language set to what they want to see their content in.
