I've seen a few comments and reviews claiming that the two versions are distinct, whereas others claimed that they are the same. Which one is it now?

I'm not sure what's wrong, but Panzer Claws wont run for me. Anytime I run it, I get to the setup menu, click the size of the screen and click go....then nothing happens.
