Large door in Southeastern desert

I guess this door in the southeastern desert leads to the Arcane city, but how do I open it? I've been to the Plateau dungeon, and have done the 2 cave levels in the secret area in the southwestern desert, but now I'm stuck and have nowhere else to go. Can someone help, please?...

Totally stuck

I can't get into Arcane City. Checked every quests at Grand city. Old guy at forgotten city is telling me to go away even when the quest says it is completed and go back for reward. I have completed every quests except the 2 for Arcane City. What have I missed?...
