Wait...this released?

So as a fan of Platinum (although given the Bayonetta 3 catastrophy, might not be for long) who's played every game except Sol Cresta for now...I'm surprised to see that this released as well??? I never heard of this Wonderful 101 spin-off and don't even understand the point of it. Is this what they meant by "under new management (stockholders) Platinum is going to make more games"?...
