Is there a way to mod the game?

I have played through the first two levels and the game seems really good so far. I have one question: Does the light level affect how likely the cars are to see the player? Because I noticed that some areas are brightly lit, and others areas are almost completely dark. Is it better to try and stay in the shadows, or does it not matter? Also, can the cars see you more easily if the flashlight is turned on?...
